Google Shopping Expert For Advertising in Multiple Markets

Looking for some help with Google Shopping listings. They're not showing in France & Italy for example on terms that are not in english.

International store .com - the only language is English. No issues with search terms are in English, issues appear when the term contains words in other languages.

For example, "brand name" or "brand name" + "category name in English" shows 100% of the time. But when you bundle "brand name" + "category name in french/italian" we don't come up, everything is dominated by f#*ing Temu in french/italian respectively.

Tried setting up a listing in french manually in GMC, title and description in french, however the content on the page is in english, didn't help. Am I right in thinking Google crawls the content and if it doesn't match the language it prioritises others that have the translations in place?

Tried Query Level Bidding with very aggressive bids, didn't work. Tried PMax with no brand exclusions, still didn't work.
